Quality Management Embedded from Engineering to Handover
Quality assurance and regulatory compliance are structural features of every PCL-Gas engagement, not supplementary functions. Each project is executed under a documented quality management framework covering the full scope of engineering, procurement, construction, and commissioning. Quality plans define hold points, material traceability requirements, non-conformance management procedures, and documentation standards required for regulatory approval and client handover — aligned with international gas infrastructure standards and applicable national regulations.
Testing, Commissioning and Safety Assurance Protocols
Pre-commissioning activities including pressure testing, leak testing, and instrument loop checks are executed under documented procedures with full recording of results. Commissioning covers functional testing, safety system verification, and performance validation against design specifications. Safety assurance is embedded across every project stage — from hazard identification and risk assessment in design, through permit-to-work systems and incident reporting on site, to safety documentation provided as part of the client handover package.
Regulatory Compliance and Structured Handover Documentation
PCL-Gas supports clients in navigating regulatory requirements, preparing technical submissions, and maintaining compliance records throughout the project and operational lifecycle. At project completion, clients receive as-built drawings, equipment data sheets, test records, certificates, operating and maintenance manuals, and regulatory submissions — providing the complete documentation baseline required to operate infrastructure safely, efficiently, and in compliance with applicable standards.
